[Greenbuilding] Baxi Luna question

I have a similar problem with the Takagi, but it only takes about 30 
seconds to get hot water.  I have found that you only have to turn it on 
full to get the system started and then can turn down the flow while 
waiting for it to get to temperature (12 seconds according to the 
manual).  You have to figure out what the minimum flow rate is before 
the heater shuts off, which just takes a bit of practice.

I intend to solve the problem by adding an active solar hot water system 
in front of the tankless heater and just use it to top up the heat when 
required.  You could also use one of those very small hot water heaters 
(about 10 gallons) as the preheat for the tankless, as it should be up 
to temp by the time the small tank is depleted.  You could add an 
insulation blanked to minimize the heat loss, and since it is so small, 
it shouldn't use much extra power.  Not a perfect solution, but would 
minimize water waste.
