[Greenbuilding] Cost of Poor Insulation Installation

Could any of you help me quantify the cost, in dollars or BTU's or some way I can explain to people in a way they can relate to---their wallet--- the actual cost of sloppy insulation in their homes?

I'm looking for some research or paper that may have tested wall assemblies with different levels of insulation quality and then some way to translate that into $/year to the homeowner.

Here on the West Coast with a mild climate the quality of insulation is generally awful.  I think most people don't think it matters but my house near Santa Cruz costs nearly $3000 each year just to heat it! I don't have or need Air Conditioning even though the temp yesterday was at 100 deg F this is very unusual.
