Have you considered a sizing problem in the A/C system. If the system is
oversized it might run too little to dehumidify the air in the house
adequately. 
John should be able to describe these issues better than I, but maybe the
problem is not the winter humidity level but lack of proper dehumidification
and lowering of the air temp by the A/C in summer time?
