Hi Reuben,
Here is a real basic asbestos remediation for outside. I found it on
the Nova Scotia Government website, while looking for a protocol for
here in Ontario (there are none for outdoor jobs). The biggest
concerns we thought about were to seal off the indoor space in an
obsessive compulsive manner so that no fibres enter the house under
any conditions. The doorway that you do use, should have a full
cover, flap sort of thing to create a safe entrance. The entire house
should be hosed down on the outside to prevent your neighbours from
suing your pants off for fibres in their house. Of course there may
be some legal issues as to whether you can actually do it as well.
Personal protective equipment is also key of course.
As for the specific question, I would hose down the area, and/or
sponge it down and slice the caulking if possible to remove the
shingle. Alternatively if you are working towards that joint you
could simply pull the strapping off and take the shingle with it, if
my mind's eye vision of your description would work. Main priority,
is to keep it wet. You can smash it (really not ideally recommended)
as long as it is wet to keep the fibres down and out of the airstream.
Also tarp around the house so that the debris is collected and not
floating around your yard.
