[Greenbuilding] Garage specs

Hi,
  I'm "just a homeowner" and not a builder/contractor.  I wish I knew how to do more myself and have attended some natural building workshops.  My original fantasy was to have a strawbale garage with clay floor but I live in an urban environment and had hoped to have a green garage made smartly with greener materials, to show my neighbors and anyone else who cared that green can be a beautiful viable option.  What follows are the specs I got from a contractor who said he understood my interest/desire for green.  I don't see anything green about any of this.  I'm sure there will be those of you who think garages in general are not green.  I hope you will not be too judgmental.  Thanks for any input!

A $200.00 allowance for a survey of your property line at the alley to assure proper placement of the building.   
Excavation as necessary to prepare for footings and foundation and a trench to the house to extend electrical service to the garage underground. No provision has been made for hauling away any dirt from the excavation. Our quote assumes that we can distribute any dirt, more than what is required to backfill the foundation, over the back yard. We have included no seeding, sodding or landscaping of any kind and grading is assumed to be +/- 2” of finish grade.   
Foundation of 16”x8” concrete footings with 2- #4 rebars continuous, and 3 courses of 8” concrete block and one course of 8” L block. Garage floor will be minimum 4” thick 4500# concrete and an additional 48 square feet of apron will be provided.   
Conventional 16” on-center framing with 2x4 walls, 2x10ceiling joists, and 2x6 rafters. Roof deck and wall sheathing is 7/16” OSB and two sheets of ½” OSB will be provided in the attic for storage. All framing members in direct contact with the concrete will be AC2 treated. Roof will be framed hip style to match the house.   
Exterior veneer will be ¾”x6” cedar siding installed with 4-1/2” exposure to match the house. Soffits will be smooth plywood and trim boards will be smooth cedar.   
Two new Pella Pro-line double-hung windows 32”x36”. One exterior steel service door will be provided. One 16x7 overhead door with operator has been included.   
One disappearing attic stair.   
Electrical service, including four GFI outlets, 2 outdoor light fixtures at service door and overhead door, 3 porcelain keyless ceiling light fixtures, and one new circuit. One switch each will be provided for the light at the overhead door and the ceiling lights. Three-way switches will be provided for the exterior light at the service door so that it can be turned on in the garage or from the house.   
Roofing of 25-year warranty fibreglas shingles to match existing as nearly as possible. Shingles will be installed over 15# felt.    
Exterior painting complete, one prime and two finish coats.   
All refuse generated removed to a point of public disposal.   
A portable job toilet will be provided for the workers to use.
