Here's my recipe for improving the performance of fiberglass insulation:

Pay close attention to caulking, weatherstripping, and wall framing
details, then take the fiberglass insulation, throw it in the dumpster,
and get something else.

I also think the glue is a very good idea to greatly reduce air/moisture
intrusion. I think if this one item were standard building practice,
infiltration rates would drop dramatically, which would also
significantly
improve the performance of fiberglass insulation.
