My understanding is that even if they break, that the mercury that they 
contain is less than the mercury emitted by a coal burning plant to 
make the electricity needed for a incandescent bulb.  So, even with the 
mercury they are an environmental win.  Newer bulbs have reduced the 
amount of mercury as well.

I don't know if you have tried 'full spectrum' lights, you might.

Or you can see if you can replace some with white LED lights.  Down 
facing fixtures and low light requirements are easiest.
