There's an argument that halogens are the least efficient lighting 
when you consider how they are typically used.   Low voltage halogens 
have a transformer which uses power in addition to the halogen 
itself.   My impression is that when mounted in ceilings too many are 
used and that often the heat from the fittings means that avoiding an 
insulation fire risk  compromises the effectiveness of the insulation.
