Not sure what you mean by "enclosed tube" but TCP (Technical Consumer
Products) makes a modular (separable ballast) version of its
Springlamp CFL's. I suspect others do as well. For some reason,
though, they don't use a standard 4-pin CFL mounting on the screwbase
ballast, you have to use their bulb. May not be true of other mfr's.
TCP also makes enclosed CFL's (in case that's what you men by enclosed tube).
Many of the new GU24 socket CFL's with have separable ballasts, but
these are not interchangeable with screw base incandescents.
BTW, I just checked a nearby Home Depot, hoping to find dimmable
screwbase CFL's , but no joy. Didn't notice any separable ballast
versions either. But they did have a lot of variety in inexpensive
standard replacement CFL's, including display info on how to pick them.
