Nearly any T-8 or T-5 lamp with an electronic ballast will be high efficiency. The physical arrangement of the lumenaire will make a lot of difference in the efficiency seen in the actual room. But it's safe to say that, unless you are buying those cheap $10 shop lites at the hardware store, most lumenaires that will accept T-8's or t-5's with an electronic ballast will be very good efficiency compared to anything else you can buy.
I spec a lot of day-brite (www.day-brite.com), Lithonia, Cooper, and Lightolier are good brands, "Lights of America" is a cheap import that is too easy to find.

As maybe it was Lawrence who comented on the fact that linear
fluorescent bulbs are nearly double the efficiency of CF bulbs. Much of
the light in a spiral bulb strikes the other side of the spiral and
doesn't leave the lamp. The same can be said of linear fluorescent
fixtures unless they have a high efficiency reflector bouncing the light
back out of the fixture.
Can anyone refer me to a manufacture (or list of mfgs) who make high
efficiency fixtures for linear T8's or T5 bulbs? Thanks for your thoughts.
