1) Mercury is an element.  It therefore doesn't get 'used up' except in 
nuclear reactions.  If the mercury is gone from the bulb, it escaped 
into the environment.

2) What state the mercury is in is important.  I touch every piece of 
food I eat against mercury. (amalgam fillings in my teeth).

What are we talking about in terms of chemical state for mercury in CFL 
and out of coal plants, anyone know?
