[Greenbuilding] mercury in CFLs/reusable CFL ballasts

There aren't that many separable ballast and bulbs made for screw 
base sockets, but they do exist. Check out TCP, www.tcpi.com, for one.

They are becoming more available in the new GU24 ballast socket.
