[Greenbuilding] replacement stair treads

I'm researching what to replace the stair treads and landings with
for our 6 story walk up apartment building. We currently have 20 year
old rubber treads (the kind with the raised circles) that are glued
onto the pre-existing concrete pan stairs. We'd like to replace them
(because they're faded and ugly) with something more elegant.
I don't think exposing the concrete and refinishing it is a viable
option. I've been looking into stone and tile, but fear it will be
too expensive. (I'd love to find out I'm wrong on that.) Plus there
are height issues involving door thresholds and riser heights unless
the material is thinner than, say, 3/8".
Are there recycled rubber treads that look more residential? And is
the rubber smell an issue?
Are there linoleum treads made? I haven't found any.
Any other cost-effective ideas out there?
