For my 'deck' (actually patio on grade) we went with recycled, broken
concrete (urbanite) from a long walkway.  Exposed pea gravel aggregate. 
Laid in sand like flagstones, freeform, areas left open, filled with
planting mix and growing herbs, vegetables and flowers.  No vinyl, no
outgassing -- reused local product saved from landfill, blah, blah.

It is, however, a lot of work -- heavy lifting, slow, tedious -- but
inexpensive, beautiful, satisfying, and unique.
