John,
Could you not just weld a bike cog on a little 1/4 horse motor and
attach it by chain to the bike? If you put a whole back sprocket on
you could get various pressures/height pumping as required based on
some trial and errors. That would be the most straight forward thing
to do I suspect. Bike shops usually have some left over sprockets that
have some teeth missing or stuff, that you could pick up for free or
nominal. Figure a temporary way to fasten it until you determine the
size you need. If you can do that input/output calculations in your
head or on your computer, you might be able to rough out what size
gear you need to make things close, then tweak from there.
