Attach it to a motor turning at the right rate, and stand a bit
to the side and inject wet concrete in. You'll get some spill, but
properly done, the rotation would hold and distribute the stuff.

The guy whose web site was referenced has done a lot of
experimentation along these lines and talks freely about it. Worth
checking out. Turns out that there are significant inefficiencies in
a bike stand, and also in a belt. He has it better optimized.
