I don't know what Reuben's interest in them is, but in a slide 
presentation I recently saw about "green" construction in Germany, the 
windows were cited as a safety feature....allowing the family to open 
the windows during the day without allowing easy access to thieves.  
(Breaking the window is the obvious flaw in that argument, though.)
