To piggy back on Dan's post:

The key words are "average annual rainfall". You have to do a historical
analyis if rainfall to determine what the number actually is, but in
general if you manage the first 1" of every rain event in the midwest
and similar climates you will manage about 90% of the average annual
rainfall. Because most rain events are less than 1" you'll manage the
vast majority of rain events and the first 1" of every event over 1".
We've done the math on this over a 100 year period in Michigan and it
works out...
