[Greenbuilding] availability of tilt-turn European wood windows inUS (round II)

I assume the idea would be that when tilted (only one half tilts) you get
ventilation but a burglar would not be able to enter. Of course the properly
inclined or equipped burglar can get in anywhere, but these windows offer a
different balance between the two (ventilation while you're away or asleep)
and some extra security...
