No.

That is, any small heating device  needs to get hot to the touch.  
Nature of the beast.

That said, I might recommend some heat lamps.  You can get them in the 
standard large spotlight sizes (par20?).  Turn them on only when you 
need a little warmth,  they do double duty of actually providing light 
as well (if very reddish), should be very cheap, as these things go.  
Since they are in or near the ceiling they should be safe from small 
fingers.

For this application, you want radiant, but low mass heat.
