[Greenbuilding] firing a roofer, preventing mold, etc

-I asked my roofer if he got his permit on Monday. He said he didn't
know he needed one.
He called me tuesday asking if i could go pull the permit.
-The city couldn't find his name--i called to ask for his license
number, but he said "it would be easier if you got it in your name" I
did (mistake i know).
-He showed up on thursday, i asked for proof of insurance and
license. He said he would bring it. i did (mistake) write a check for
half the bid. He started working, and as far as i could tell, it
looked OK.
-When he left, my wife told him it was going to storm. He said
"nothing to worry about". I watched the weather that night and called
him saying it as going to storm. He said "don't worry--it's tarped
good"
-The next morning, i woke up to find rain poring out of the ceiling
fan in the living room, and dripping from the kitchen ceiling.
-I went to work, late, and came home early. He said there wasn't much
water, and it was nothing to worry about and that he's fix the
problems. He left at 3 on a beautiful day. I noticed that the tarps
were already starting to blow off.
-Today, i spent the entire day pulling out insulation in the attic,
I had to to remove take an upstairs closet down to the studs, and rip
out the floor. There is still wet insulation (Fiberglas batts over
cellulose, over expanded mica). I also put a nail deep into my hand,
and will go get a tetnus shot tomorrow.
-A friend came over who used to do some roofing. We put the tarps
down right. (it's supposed to rain for the next three days). My
friend showed me numerous things that were done wrong.
-I did a license search online, and there was nothing under the
company name. i stopped payment on the check (which he hadn't cashed).
Questions:
Protecting my property and my family:
If he's insured, can i just pay him for the materials and tell him to
not come back? Then pay him for work that doesn't have to be redone
after i have settled a claim?
-Should i call the guy tomorrow or wait until he shows up monday?
-If he is not insured, do i have the right to keep the remaining
materials as compensation for the damage done?
- Do i need to stay home monday and protect my house and my wife family?
-Do i hide his trailer until i know i am safe?
Mold and mildew
I am running a dehumidifier and an AC on the dehumidifier setting. I
will continue to remove all the insulation i can find.
What else should i do?
