For what it's worth, here in New Hampshire the law requires the
tow truck operator to remove all the debris. They'll try to get away
with not sweeping up, and sometimes don't even have a broom or a
bucket, but if the officer at the scene is sharp, he'll make them
clean it up. Clean-up is what they're getting paid for, after all.
