I remember a while back someone was asking if they ought to pay higher
prices for "green source power" and why a higher price is charged. This
may be the answer (from http://www.ecogeek.org/content/view/1059/):
"While wind power take a pretty huge investment, it can also pay itself
back fairly quickly. But it's hard for individual farmers to come up
with the initial investment."
Perhaps your $$ are subsidizing startup costs for wind farmers.
