OK I think that this is a seriously cool way to make some money with  
a thermal imaging camera, and would consider purchasing one, just to  
do a job like this. It's bordering on privacy invasion I suspect, but  
if we could actually thermally map homes and note their heat loss as  
this city has, then the potential of improving energy efficiency  
would be yield similar results to the success of the blue box.
