Do you have access to the joists from underneath the floor?
If so, you might consider using the "hidden deck fastening system" this
company makes to pull the flooring down with screws and stop it from
squeaking.

You might have to push the floor boards up a bit to slip these in over
the joists, but these eliminate the problems of putting screws in from
the topside.
These would work to get rid of squeaks in old and not-so-old stairs, too.
