[Greenbuilding] painting treated lumber

For someone else I'm inquiring about painting treated lumber.

" Everybody says that you're supposed to wait for a year before painting.
Otherwise, the chemicals leach out and discolor the paint.  Is there any way
around this?

I have painted it lots. Here on the West coast, the P/T is hemlock, and we
just prime it and paint it. No Problem.
