I do not see FTC reference for either MR Credit 2 ot
4.
The LEED NC 2.2 handbook states there is no referenced
standard for Credit 2.1 and 2.2, (why is that ?) and
for Credits 4.1 and 4.2 Recycled Content the
referenced standard is ISO 14021-1999 Self Declared
Environmental Claims.
Do you mean FTC Guides for the Use of Environmental
Claims? where is this applied?
I do not think there are any false claims - landfill
cover is technically considered recycling by certain
states and does act as a product of a kind. The point
is that reuse, upcycle and downcycle of C&D waste are
not apples-to-apples in any environmental rating or
accounting (unless some extenuating circumstance like
drive the reuse 1,000 miles, and do the recycling in
the backyard)
