I'm not sure whether you're asking if the two lights can each be wired to  
two separate wall switches or whether the fan can be wired to one switch  
and the two lights to another.

I can't speak for the particular fan that you mention, but I can tell you  
that I hooked up all of the ceiling fans in my home so that the fan alone  
can be controlled with one wall switch and the light (on the fan) with  
another wall switch.

I used full panel rocker light switches (ie "Decora") and used an  
extra-fine tipped indelible ink marker to print "FAN" and "LIGHT" on the  
top edge of the rocker (ie not visible unless you know it's there and look  
for it) to distinguish which switch controls what. I had considered  
installing dimmer switches to control the fan speed but never did for some  
reason now lost in the cobwebs of memory.
