[Greenbuilding] dry stacking cinder blocks for a 40" foundation wall

I have two questions about this technique, which I first learned of on this
list:
(1) I am curious if anyone can recommend a guide, book, or other source
describing how to do it?
(2) Is this method accepted within building codes, or should I expect to
face obstacles with inspectors? I realize that this often depends on one's
local jurisdiction, but I'm curious as to its broader reception in the
field.
