So we need some way to convince people buying a house to get an energy 
audit (or whatever), and to buy a house based on how much it is going 
to cost them over the time they own it.  Thus, energy improvements will 
be seen as being worthwhile in terms of resale value.

I (and I suspect we all) welcome any insights into making that mind 
shift in the populace.
