[Greenbuilding] fresh air in a library

I am auditing a small upstate NY library where they are very  sensitive to energy costs. They operate 6 hours a day and see  intermittent patronage. With a new heating system, the installer  put 8" ducts to bring in outdoor air every time the system runs. 
 
But, the building is 1860s; the warm attic tells me there is  plenty of air exchange, despite shell upgrades. I want to  recommend installing dampers in the ducts and closing them as much  as they want. Can anyone suggest how to make a case for shunning  the code-driven fresh air intakes that are there?
