I know of some co-housing communities where this is the case.  In one 
co-housing development in Denver (was on the Greenbuild tour in 2006), 
there were a couple of spaces for a car-share car, and a very few spaces 
for owned cars.  If you wanted a parking space, you paid extra for 
that.  I think this was just in the multi-story building, though....I 
think all of the individual dwellings had garages.

In most American cities (particularly out here in the vast midwest), we 
don't have the infrastructure to support car-free living.  Which comes 
first--the chicken or the egg?
