If I lived in Alaska, I'd be thinking about such measures.  Even better
than storms, but more trouble, would be insulated window shades or
inserts.  Adding R-5 of foam beats adding R-1 of storm windows.  I can't
speak to how much ice might build up on the inside of the window (forget
condensation- at 20 below it is going to be ice) or what effect that
will have.  If it were 20 below here, I'd be wanting to cover up all my
windows at night and only opening the South windows in the day.  Inserts
are cheap enough that there isn't much need for an audit - just do it.

How about the difference in cost and effect of placing storms over old
double glazed windows in Alaska, versus replacing the old windows with
new double glazed windows (in a house that is old 2x4 construction)
I've advised these people to purchase an energy audit before they put
out money for anything (no free audits in Anchorage).  Sacie 

	 

	 You can get probably
	80% of the gain of a total window replacement with storms, for
20% of 
	the money, so they are a real good deal.
