Despite Reuben's thoughtful suggestions, I haven't played with
throttling the American Standard Cadet 3.  Due to some - ah - digestive
issues in our family, we regularly had clogs in the last home with a
1990's era Kohler.  It was a weekly chore. 

I've had two clogs this year with the Cadet 3, but both succumbed to the
old "let it sit an hour" trick, then flushed right away.  The plunger
has seen no use in a year, it used to be a regularly used tool.  I can
now heartily recommend the American Standard Cadet 3 model as a high
quality, cost effective unit.  

Plenty of ways to reduce the average gallons of a flush:  Easiest one is
"If it's brown, flush it down, if it's yellow, let it mellow".  You've
already cut down on flushing water by half or two thirds right there.
Then of course there is the whole compost toilet idea, and quit
worshipping the Ceramic God altogether.  Thus I haven't really tried to
play brinksmanship with cranking down the flush volume.
