I haven't vetted the data. But I have little doubt that most readers on this
list use far lower water and resources than the average American. I think it
reasonable to assume that a family of 4 flushes 4 times in the early AM, 4
times in the evening (kids' bedtime) and 2-4 times at night, plus
after-school times, stay at home moms and small kids throughout the day,
etc. So I can easily see 16-20 times/day. Not saying that's right or
justified--just the baseline that most households could perform.

That is rather optimistic (absurd?), wouldn't you agree? 

If such a switch resulted in *all* flushes being 0.8 gal instead of 1.6 gal,
then in RMI's example 28 gpd saved would result from 28/0.8 or 35
flushes/day (before and after the switch). On average, my family of three
flush a total of 6 times per day. While this is admittedly fairly low, we've
managed with this regimen for over a year now.
