I'm one of the least knowledgeable people on the list, but based on my
experience and research, insulation is cheap, and windows are
expensive. The payback on new windows in an old house is many years.
If money is an issue, I'd seal them up tight (i use peel and seal) in
the winter. The biggest problem with old windows is leakage--of the
type of glass used.
On the other side, I was amazed how cheap it was to get a company
to blow in cellulose in he walls, and super deep in the attic.
