[Greenbuilding] foam insulation--legacy report--NARI

we're stalled out in plan review-on a renovation project with extremely
limited depth in the framing cavities, we've spec'd closed cell,
sprayed-in-place PU foam.  there's no possibility of using fiberglass,
because the framing cavities cannot be properly ventilated.  Dense pack
cellulose is a possibility, but at a significant sacrifice of R-value.

 

the problem is-from what the Montgomery County, MD code official tells me-is
that none of the foam manufacturers have provided Legacy Reports that comply
with 2003 IRC requirements.  So this project, and several others are on
hold, until the issue is resolved.  

 

does anyone have info to the contrary?
