Leisure is of course the enemy. Destroy the notion of
motion as entertainment and eliminate combustion

with more than one tractor per collective per hundred

Eliminate air travel entirely. Construct sailing ships
of recycled steel smelted in Iceland by natural
volcanic heat for moving goods and "retired"
individuals in.


Require  the non productive everywhere to live in 
communities (where they grow their own food) in parts
of the world where there are no fuel costs to keep
them warm in Winter (or cool etc).
