I do, here in New Hampshire (I don't know about "extremely"
cold, but it gets pretty chilly hereabouts). I compost humanure in a
hot pile, and other stuff in very cold piles. The cold piles take
years anyway, so I just let them sit and moulder.
The "hot" piles freeze solid in the winter, but in the spring
they heat up and cook. The current hot pile is just getting into the
eighties (F), so it's about to torch off as the thermophiles get
started.
It's pretty impressive when the volume of the pile decreases
over the course of a few days.
