[Greenbuilding] composting

The answer requires more information.   Specify your idea of an 'extremely 
cold' climate.   Indicate what it is that you want to compost.   Then we can 
answer.   I see little point in composting on permafrost, for example, unless you 
have a greenhouse.

For household scraps, Ann Wigmore developed a system for vermicomposting them 
under her kitchen sink. I saw it. It worked.   

I'd be happy to answer further with the aid of the requested particulars.
