[Greenbuilding] Whole-house electricity use display

Jason--
would either of these systems be appropriate for retrofitting a multifamily
building that is not submetered? in simple terms, can these systems be
installed without significant intrusion (in small breaker boxes typically
located in kitchens), and in a reasonably tamper-proof manner, to be used to
bill occupants individually for electrical usage?

We are working on carrying 2 versions:
1. The Blue Line Power Cost Monitor--an easier self-install version that
picks up a RF signal from the meter.
2. The Energy Detective--ties into the electric panel, so requires a few
minutes of electrician's work (or a DIY comfortable with electricity). Is
said to be a little more accurate. They also have software to dump the data
into a database for historical measurement.
Both have a wireless desktop display monitor for readings. The problem is
both are small tech-oriented companies and seem to be having real problems
meeting demand and customer service.
