[Greenbuilding] Solar Domestic Hot Water Heating System in California

Hello,  I have just learned that if I install a domestic SOLAR hot water
system prior to Dec 2009, that every cent I spend on it can be deducted from
my property taxes, according to a PG&E paper I have read. Does anyone have
any suggestions for how to get the "biggest bang for the buck"?

(My situation:  I am restoring a 1500 sq ft house built in 1940 (stucco
outside, plaster inside, all wood floors, 2x4 [original dimension] stick
frame construction, all plumbing and electrical has been cut, as the house
was moved 20 miles down the highway to my place, and has to be brought up to
code as far as plumbing & electrical.  My roof is new 30-yr shingles, with a
slope of about 5:1.  The roof slope(s) face east and west, rather than north
and south.  But, I have plenty of room on the ground to put collectors, if
they can't go on to the roof.  The house is in Calaveras County at 1000 ft,
east of Sacramento, northeast of Stockton.
