The steel cable tension rings that are used to restrain the staves of
concrete silos would certainly do the job of making up for any
deficiencies in the standard grain bin arrangement.
But since you're buying a pond liner anyway, it would seem that simply
digging a hole in the ground (aka "pond") would be a lot cheaper and
simpler than casting a concrete pad foundation and then buying a grain bin
to sit on it.
And the pond would then be able to do triple duty as a swimming hole for
humans and critters, a skating rink in winter and of course, the reservoir.
And then you could use Bentonite clay for the pond liner and forgo the
plast-echh! altogether.
