[Greenbuilding] Coating a concrete house

I am putting numbers together to work on a house that is built of
tires and concrete. Much of the concrete stucco on the outside is
coming off, exposing the tires and creating an entryway for water and
rodents. The roof is just a rubber membrane over OSB and everything
up there is wet and has been for a long time. It has been suggested
that we use spray urethane over the structure of the house and then
spray another layer of epoxy overtop to permanently seal the
structure.
I am the only person looking to preserve the structure. Everybody
else is looking to tear it down. I know there are different kinds of
spray foam available. I know very little about the epoxy. Is this as
un-green as it sounds? Or is this a case of the greater good? Are
there alternatives I am not aware of? My google-fu has failed me on
this.
