Many thanks for the comprehensive response.
The answer to a great number of your questions is, 'Yes.'
The EEG1-10 groupos are representative of the income groups used in South
Africa to analyse what people spend their income on and why, and what they
are willing to do to save money, and how much they can afford to spend to
earn that saving.
They use something called Living Standards Measure or LSM. The income
groups are not directly related to what we are doing so I used something
that covered a range we are likely to encounter in our work.

The important is not that they spend 5% of their income on energy for
cooking, it is that they have enogh money to spend on a device that would
save money, and that they spend a total of $15.
If the product you are trying to sell will save 1/2 of that expenditure, how
much are they willing to spend on a device (that also has attractive
features perhaps...) to realize that saving?
Thus the EEG level is the attaction, or the measuring stick.
People who spend little but earn very little are attracted to low cost
solutions for generating savings.
