Dear Jeff,
I like your Hydro-fan, especially the blow-direction, because it is using as
well the reaction-power.
One of the best turbines for high-water-pressure are Pelton-wheels
(-turbines), which use that reaction-power extremely. In Switzerland there
are many of that type used, because there are a lot of high water-pressures
to use. These Pelton-wheels can have an efficiency of more than 90%.I
googled for that type of turbine for you. There are a lot of pictures within
this site, especially look to the pdf-s there are to download.

For our purpose, I think, there will do a much more simplified
shovel-geometry. I have in mind a picture in an old book, which I am
searching for.
For the air-fan, I think, a simple radial-blower will do better. I shall
make a simple low-tech-model, and send you a picture of it when finished.
I am very pleased about your model, to give a real point to start from, for
all who are interested.
