How about seal the fuel-channel by a simple construction:

Build the fuel-shelf as a long box. Its open ends in the stove and upside.
Make a lid, to cover=seal this box, -the fuel entry- against air access.

By this you need not to pack much fuel together to get minimal false
air-flow. -And the sticks are in the right horizontal direction.
