"The Answer" will vary, depending on:
* The local climate
* How quickly the fuel crop must be available
* Water availability
* Plant nutrition availability
* Skills of the people who will benefit
* Quantities required
* Machinery availability
* The acceptability of a possibly different stove system to burn a possibly 
different fuel
* Permissable cost for the fuel
* Storage and drying conditions
* The permissable harvesting conditions
* The permissability of fuel preparation
etc....

Perhaps yopu could tell us a bit more about the specific circumstances that 
exist in the area you wish to help?
