What you could try is use your pond water as "starter culture". Learn to
think like the pond where the algae came from. Get an old Kiddies wading
pool and fill it with pond water. Get a Grolux lamp and hang it above the
pool. Bubble air through it to replenish CO2.
Try to figure out the nature and extent of the nutrients that are entering
the pond and attempt to duplicate it. As a guess, put a few fish in the
pool, and feed them regularily. It might also help to get Kiddies to pee in 
the pool occasionally.

Chlorine is a killer, and can crash your system very quickly. Be sure to use
an old pool... plasticisers on new pools can kill algae also.You might need
a timer on the light, to create the day length they like.

Don't be disappointed when your system crashes. Develop a Mantra "Goodness
Gracious, I learned even more that time." :-)
