Hola Tom,
I have to give some picky questions, sorry.

1. There is more to particulate matter (PM) than black carbon; that is, 
some PM is black carbon, but a lot of it is not. Do you want to reduce 
PM or reduce black carbon?

2. Do you mean lower *energy* costs or lower *household* energy costs? 
(Relates to brick kilns and the like: you could improve the energy 
picture but not directly affect household budgets)
